Clean Water Act (CWA)
It is important to know that for some situations your operation may require several National Pollutant Discharge Elimination System (NPDES) or State (SPDES) permits. For example, if you fall under the industrial category needing a stormwater permit and occasionally you discharge process wastewater to waters of the U.S. and this discharge is not covered under your stormwater permit, you'd need to obtain coverage under an individual permit as well. You'd have two permits, a stormwater permit and an individual permit and in most cases they are obtained through your state agency.
Industrial Stormwater
Multi Sector General Permit (MSGP) This federal MSGP is only applicable in a limited number of places that are listed under Appendix C of the MSGP. Mainly in MA, NH, NM, ID, AK, PR, Guam, Midway Island, Wake Island, Johnson Atoll, Northern Mariana Islands, and in specified Indian Country and Federal Facilities in certain states. Individual Discharge Permits
It is important to understand that all discharges of pollutants to the Waters of the United States require an individual permit which should be obtained from the applicable permitting authority. Sections 301 and 402 of the Clean Water Act and 40 CFR §122.2 requires National or State (including Territorial or Tribal) Pollutant Discharge Elimination System (NPDES/SPDES) permits for the discharge of "pollutants" from any "point source" into "waters of the United States." The terms "pollutant", "point source" and "waters of the United States" are defined at 40 CFR §122.2. Discharges can include, but not limited to, wastewater, cooling water and non-stormwater discharges that are not allowable under the federal or state stormwater permits. Water of the United States includes Separate Storm Sewer Systems. For wastewater discharges to a local treatment plant, permission from the control authority is required and possible pretreatment permit.
In layterms, regardless if you have a stormwater permit, if you discharge any process wastewater to the waters of the U.S., you will need to get an individual permit and usually this is through your state agency. In some cases you'll have two permits, a stormwater permit and an individual permit. If your process wastewater goes directly to the local treatment plant, you may need to get a pretreatment permit.

Note: Starting on January 1, 2012, industry must use the electronic reporting tool (ERT) (see http://www.epa.gov/ttn/chief/ert/index.html) to compile the performance test reports electronically.
These ERT transmittals will be made through the Central Data Exchange (CDX) (www.epa.gov/cdx) and the Compliance and Emissions Data Reporting Interface within the CDX to WebFIRE which will be the data repository for these data and reports. WebFIRE will link to AP-42 ultimately. There will be a link to a CDX and CEDRI informational document on the ERT website as well.
CAA - Boilers
Most boilers are subject to the Federal New Source Performance Standards (NSPS) regulations. The applicable regulations can be found at 40 CFR Part 60 Subparts Db and Dc. Subpart Db applies to the larger boilers (greater than 100 million BTU/hr) which were constructed after June 19, 1984, whereas Subpart Dc applies to the smaller boilers (between 10 and 100 million BTU/hr) which were built after June 8, 1989. Depending on the type of fuel combusted, the regulations have emission standards for sulfur dioxide, nitrogen's oxides and particulate matter. The NSPS also have requirements for monitoring and record keeping.

CAA - General Duty Clause
The general duty clause has been in effect and enforceable since November 15, 1990. It applies to any facility where extremely hazardous substances are present.
CAA - General Conformity Rule
General conformity relates to ports in cases where the port authority is working closely with a federal agency (e.g. US Army Crops of Engineers on a dredging project, for example.) This rule requires consideration of State Implementation Plans regarding national ambient air quality standards.
